HB 2375: A Victory for Prescription Drug Transparency

Richmond, VA – On behalf of the National Association of Benefits and Insurance Professionals - Virginia Chapter (NABIP-Virginia), I extend our sincere thanks to everyone who helped pass House Bill 2375, sponsored by Delegate Mark Sickles. This vital legislation brings long-overdue transparency to Pharmacy Services Administrative Organizations (PSAOs) and marks a meaningful step toward reducing prescription drug costs for Virginians.

HB 2375 was developed using NABIP’s national model legislation and shows what’s possible when advocacy and public policy align. We are especially grateful to our Legislative Committee Co-Chairs, Devon Travis and Amy Mutter, for their outstanding leadership, and to Christopher West of Jackson West Consulting for his strategic guidance throughout the process.

“Signing HB 2375 into law is a critical step toward greater transparency in the pharmaceutical industry, and it's a win for all Virginians,” said Delegate Mark Sickles. “By requiring PSAOs to disclose key details about their agreements and operations, this law enhances accountability and ensures that pharmacists can operate more effectively, ultimately benefiting consumers. This increased transparency will help lower costs, promote fair market practices, and empower both pharmacists and patients. It’s a significant achievement for Virginians, ensuring they have more clarity and better access to affordable prescription drugs.”

We also thank Governor Glenn Youngkin for signing the bill into law. His support reflects a shared commitment to accountability, affordability, and access within Virginia’s healthcare system.
